THE HISTORY OF DISTRICT 4860, Argentina

Prepared by the district and not verified by Rotary Global History

A Part of our History of South America

History of the District

By Francis J. EGD Vidal

Since 1915, Rotary has established the government of the various areas through the system of Governors. At the same time it required the appointed of Commissioners to meet the needs of clubs and create others.

So it emerged in the South American clubs of Montevideo in 1918, Buenos Aires in 1919, Lima in 1921, Rio de Janeiro in 1922, Rosario in 1922, Valparaiso in 1923, Sao Paulo in 1924, La Plata in 1925, Cordova in 1926 and Mendoza in 1927.

To establish an organization, district delegates from these clubs met in Montevideo, from 17 to February 22, 1927, and elected a vice president in each country -

    Cupertino del Campo for Argentina,
    Roberto Shalders for Brazil,
    Marcial Martinez for Chile
    Heriberto P. Coates for Uruguay.

The vice president proposed and was accepted by Rotary International, creating two districts; Number 63 east of the Andes which included Argentina, Brazil and Uruguay, and Number 64 on the west, covering Chile and Peru.
Beginning July 1, 1927 its Governors were Donato Gamin of Uruguay in District No. 63 and Eduardo Moore of Chile in District 64.

District 63 had eleven Governors, of which for the period 1934-1935 Leonel G. Dodds, was a partner in the Rotary Club Mendoza.
After Brazil broke away to form District 72, Bolivia was added to District 64.
In 1929 the San Juan Rotary Club was created.

In 1938 District 63 became the District 30.

During the period 1945-1946 a member of RC Mendoza, Don Frank Romero Day was governor of the district.

Beginning July 1, 1950 the provinces of Mendoza, San Juan, San Luis, part of Cordoba and Santa Fe were located in a new district No. 137.

During the period 1950-1951, for the third time, a member of RC Mendoza had the honour to be our governor, this is Don Juan Ramon Guevara.

Since July 1, 1957 and after a major restructuring of districts, District 137 became No. 486.
We see that in all Districts that gave rise to the latter over time a partner of RC Mendoza was governor.

After a further restructuring in 1988 District 486 covered only the provinces of Mendoza and San Juan.
He began to govern in the period 1989/1990, with the Governorate of Linares Manuel Santos.

Beginning July 1, 1992, for technical reasons Rotary International added a "0" to the numbers of districts around the world and since ours is District 4860.

Presidents of Rotary International who visited us
On its own initiative and by various circumstances our district invited four Presidents RI to visit us -
Maurice Duperrey PRI 1937-38, and his wife Margarita.
Charles Keller and his wife Mary Lou in 1988.
Luis Vicente Giay and his wife Celia in 1996.
Richard King and his wife Cherie in 2001.
Carl-Wilhelm Stenhammar and his wife in 2005

We also received visits from former presidents of RI:
Paul Harris in March 1937, arrived in Mendoza by train. While the train waited, the following members of Rotary Club Mendoza: spoke with him -
  Pedro Ferreyra (Chairman),
  J. Leonello Dodds,

  Alberto and Enrique Day,
  Heriberto Gibson,
  Joseph S. Corti,
  Manuel Diez,
  Alfredo Curth,
  Frank Romero Day,
  Roberto T. Corti,
  Saravia and Vincent Vargas Videla.

There is an extensive and extremely interesting note about the conversation he held with Paul Harris Rotary Mendoza -
* Carlos Canseco in 1994 as Personal Representative of President Robert Barth RI;
* Luis Zea was the District Governor.
*Viriato Paulo Correa Da Costa in 1998, Forum for the Rotary Foundation, during the governorate of Alejandro Jose Segovia.
* Frank Devlyn in November 2001 on the occasion of the XXVII Regional Institute of Rotary Areas 19B and 21B.
In his capacity as Chairman Elect RI, Rajendra Saboo visited Mendoza on the occasion of the Conference of District April 1991, with Nel Bernardo Altinia, the District Governor.

The First District 63 Governors were -
  1927-28 - Donato Gamin (Uruguay)
